However, if he just decided to move the flag from one boat to another, the flag would either not work at all, or it wouldn't be fixed properly.

On top of all of this, the panning boat is an expensive proposition, so the guy would be tempted to put it in another boat. In that case, there would be a huge mess that would result. Just the same, it would still not be suitable for fishing if the flag were not in place. And you might need to get an expert to look at the flag and try and fix it.
